A gang of goons chase a farmer into a village and threaten him to give over his lands. Police official ‘circle babu’ BN Singh (Prakash), who lives in a palatial house, meets local MLA Bablu Pandey (Manav) and tells him yet another case against him has been filed. Bablu tells BN to manage it, like he’s done with all the other complaints against him.Meanwhile, Bablu’s brother Dablu (Ninad) is trying to get the Balua Bazaar land cleared of shopkeepers as he wants to give it to Samanta Power Project, which is funding Bablu and the state’s chief minister Ramakant Chowdhary. Bablu’s goonda Munna Mardaani (Murli) and his forces clash with shopkeepers led by kisaan leader Pavan (Rohit). BN breaks up the confrontation and promises Dablu he’ll get the land quietly. BN’s superior IPS officer is furious with BN and wants him removed – but Bablu has the superior officer transferred as BN is vital with elections coming up.

CM Chowdhary appoints his family friend’s daughter Abha Mathur (Priyanka) as SP, Bankipur, and tells her it’s a nice, quiet place and all she should do is ensure Samanta’s project for local development.

Abha, reaching Bankipur, finds traffic halted by Bablu’s party workers putting up posters. When she tells them to move, they abusively refuse – she slaps them hard, getting them arrested. Bablu intervenes with flowers and apologises smoothly. Abha briefs the police officers and sees tense dynamics between BN and Nand Kishore, another corrupt official. Meanwhile, Munna slaps a middle-class man, Mr. Sharma, protesting his colony garden being taken for the Samanta project. Sharma complains to Abha. BN is sent to arrest Munna – who makes it into a great occasion for publicity with garlands and heroics, supported by Bablu who calls Abha to sarcastically thank her. In court, Sharma, who’s intimidated by Bablu’s goons, is too scared to testify and Munna gets released.

As the goons celebrate in the streets, they insolently throw colour on constables watching and Moti, a goon, molests a girl and beats her father. Abha arrives and beats up Moti. The constables get courage watching her and also attack and arrest the goons.Abha arrives and beats up Moti. The constables get courage watching her and also attack and arrest the goons.

Bablu complains to CM Chowdhary who calls Abha – but Abha refuses to back off from her duty. The CM can’t have her transferred as elections are announced.

Meanwhile, Abha interrogates Moti and makes him confess that Dablu had previously raped the same girl Moti was molesting. Moti is taken to court to testify and secretly handed a chit there. BN is also present for another matter. Suddenly, there’s a small explosion and Moti escapes, Abha chasing him. Munna slips Moti a gun on the way. Cornered by Abha, Moti shoots at her – but BN shoots Moti dead. Abha is furious as she suspects a conspiracy to get rid of Moti while Bablu is delighted.

Meanwhile, Dablu needs 40 acres between his lands to give to Samanta before his funds can be released by them. He goes to meet the farmer families refusing to give their lands, particularly a young girl, Sunita (Vega), whom Dablu leers at until Sunita angrily drops water on him. Furious, Dablu leaves, threatening the farmers. SHO Amreek takes Sunita’s father to prison, threatening to jail him as he’s not repaid a loan, advising him to give his land instead. Sunita intervenes and says they need some time. BN, who’s listening in the police station, says they can get 7 days. BN is moved by Sunita and her school kid brother Nagesh’s courage.

Dablu is angry with BN for this and beats a local moneylender for daring to lend the farmers any cash. Driven to desperation, Sunita’s father hangs himself. Pavan tells state officials they are doing nothing about farmer suicides. Abha goes to meet Sunita and gives her own number to her for protection, even as Pavan taunts Abha.

Abha tells Amreek to get Dablu for questioning. Amreek hesitates but listens to Abha. Dablu grabs Amreek’s collar and throws him out. The cops are shocked at this mishandling of the khaki uniform. Abha goes with her force to Dablu’s area, Lakhi Sarai, to get him but his goons attack the police with bricks and firebombs. Abha and the cops fight back. BN arrives and the goons escape on bikes.

BN appeals to Bablu to tell Dablu to back off. Bablu tells BN to convince Sunita to give her land for replacement land elsewhere. BN meets Sunita and tells her to at least go see the other land being offered.

Sunita trusts BN and so, she goes with Nagesh in Bablu’s peoples’ jeep to see the other land – which she rejects it as it’s barren and distant. On the way back, Sunita is kidnapped by goons in a bus which Nagesh chases for miles. Abha is furious and has the force out searching for Sunita and Dablu. Abha takes BN off service.

BN also searches for Sunita. He finds Nagesh, scared and tired, and takes him into his shelter. BN meets Bablu who’s furious at the cops searching for Dablu. BN takes Bablu’s phone when Dablu calls and tells him not to harm Sunita, who’s imprisoned in a truck on the highway. But Dablu rapes and murders brave Sunita, hanging her from a tree.

Abha demands custody of Dablu for interrogation but he gets bail. However, BN tells Dablu he has to go for a DNA test and drags him into the Lakhi Sarai square where BN beats up Dablu. When Dablu falls over, Nagesh appears, puts a belt around his throat and drags him, killing him. The crowd hold back BN and Pavan who witness this. Dablu and his co-plotting sarpanch are killed and hung on the square’s tree.

No-one will tell Abha the truth of these ‘suicides’. Bablu threatens Abha to find the truth about who killed his brother. But when witness Panna Lal tries to tell Nand Kishor, the mob kills him too and makes it look like a ‘suicide’. Abha is furious at this growing mob violence. BN meanwhile refuses to tell anyone where Nagesh is. BN tells Abha the violence is all because of him. As he takes responsibility for it, he’s put in custody. Bablu rings Nand Kishor and threatens BN with killing Nagesh. BN leaves the thana and reaches Lakhi Sarai, where Bablu brutally beats him up.

Nagesh, who is secretly watching from BN’s friend, Jaiswal’s house in the square, is prevented from making any noise and stays hidden. Abha’s arrival prevents BN from being killed by Bablu who leaves, swearing he will murder Nagesh and BN together to avenge his brother.

Again, no-one tells Abha what exactly happened in Lakhi Sarai. As BN is hospitalised, Bablu releases details of his corruption and BN is suspended. But no files on Bablu are found in the raids. Bablu desperately wants those files before Abha gets them. Abha tells BN about the ethics of the police force. BN hands over Bablu’s case files to Abha who gets them meticulously cross-checked by lawyers. Meanwhile, Pavan’s mob attacks the Samanta power plant site and reclaims the land for the poor, supported quietly by Abha.

The Samanta industrialist is most displeased but Bablu yells arrogantly at him, in front of CM Chowdhary. Bablu threatens Abha who tells him he’s now scared. CM Chowdhary visits Abha who tells him she personally appreciates his goodness as a family friend but will not compromise on her duty. Munna is upset seeing Bablu’s stress and says they need to find and kill Nagesh for Bablu to feel happy again. Meanwhile, Abha is frustrated as her senior blocks the way to prosecute Bablu. She tells her worried mother she will kill Bablu herself if need be.

Meanwhile, Nand Kishor sees Jaiswal buying school books and figures Nagesh is with him as Jaiswal’s son is working in Bangalore. Nand Kishor tells Munna, who kills Jaiswal and kidnaps Nagesh. Bablu tells Munna to hide Nagesh – and that BN will now follow. Munna’s mother falls ill and he wants to visit but can’t, with the police looking for him. Amreek tells him he can come if he pays a huge bribe. Munna dresses as a eunuch and reaches his house’s lane – but BN and Amreek catch him.

Bablu is taking his family for a puja when he sees Munna’s body hanging from a tree in another ‘suicide’.

Bablu rings BN and says now he will kill Nagesh, come what may. Locals see Bablu speeding furiously towards a factory and follow. BN reaches the factory where Nagesh has been hidden and rings Abha. She tells him to wait for her but BN goes in and finds Bablu trying to hang Nagesh.

BN fights Bablu and rescues Nagesh. The crowd has broken in meanwhile and encourages BN to hang Bablu on the spot. Abha arrives and tries to stop BN. She shoots him in the arm and Bablu gets away.

Abha chases him. Bablu attacks and beats her, sneering at her being a woman, but Abha beats him back harder and drags him out to the police vehicles where he is arrested and taken away. Abha tells the media that anticipating a heavy election loss and huge criminal prosecution, the deranged MLA had attempted suicide – and will now go to jail.
